Because the most expensive compliance problems we see are not caused by bad maintenance. They are caused by nobody knowing which obligation was theirs.

A building can have a full year of properly performed AS 1851 routines and still be exposed, because the occupier statement was signed and filed rather than lodged, or because the records do not carry the licence numbers section 55 asks for, or because a system added during a fitout was never put on the schedule in the first place.

None of that is difficult to fix once somebody names it. That is what these guides are for. If something here does not match what you are being told about your building, that is worth a conversation.

What is the difference between AS 1851 and the Building Fire Safety Regulation?

AS 1851-2012 is the Australian Standard that sets out how prescribed fire safety installations are routinely inspected, tested and maintained. The Building Fire Safety Regulation 2008 (Qld) is Queensland law, and it is what creates the obligations on the occupier: keeping installations maintained, keeping records that meet section 55, and preparing and lodging the occupier statement under section 55A. The standard tells you how the work is done. The regulation tells you what you are legally on the hook for.

Where should a building owner start?

With a survey of what is actually installed. Almost every compliance problem we find traces back to an asset list that does not match the building, usually because systems were added during a fitout and never added to the maintenance schedule. Once the asset list is right, the AS 1851 routines and the records follow from it.
